The bicameral make up of the Federation Legislature is made up of the Federation Council and the Federation Central. Composed of representatives of member worlds, the Federation Council holds the power to create, amend and ratify Federation law. The Federation Council also holds influence over the operations of the Federation's military and humanitarian service, Starfleet, as well as making Federation foreign policy. The meeting chamber of the Federation's legislature is in the Earth city of San Francisco, situated on the west coast of the North American continent.
